1. Summary: brief summary of the entire proposal (Usually one solid paragraph for small proposals.)

2. Intro: What is the problem or opportunity? What is the purpose of the Proposal? What is the background? Sources of info? Scope? (What you will do and what you will not do) Key Terms?

3. Proposed Program: What will you do?

4. Qualifications/Experience: Show that you know what you are talking about.

5. Budget: Specific and detailed!

6. Appendices: Any extra material that is needed
